Crispy on the outside, creamy and meaty on the inside — these mashed potato pancakes with meat filling are a hearty, golden comfort food made with seasoned ground beef tucked inside a buttery potato dough. Perfect for weeknight dinners, meal prep, or an impressive brunch.
Ingredients
MASHED POTATO DOUGH
2 lb (900 g) russet potatoes, peeled and cubed
2 tbsp unsalted butter
1/4 cup (30 g) grated Parmesan cheese
1 large egg
1/2 cup (65 g) all-purpose flour
1 tbsp chopped fresh parsley
1 tsp garlic powder
1/2 tsp onion powder
1 tsp salt
1/2 tsp black pepper
MEAT FILLING
1 lb (450 g) lean ground beef
1 tbsp olive oil
1 small onion, finely diced
2 garlic cloves, minced
1 tsp smoked paprika
1 tsp dried oregano
1/2 tsp ground cumin
1/2 tsp salt
1/4 tsp black pepper
2 tbsp tomato paste
2 tbsp chopped fresh parsley
FOR FRYING
3 tbsp olive oil
2 tbsp unsalted butter
GARNISH
Sour cream
Chopped fresh parsley
Green onions, sliced
Instructions
1. Place the potatoes in a large pot of salted water and bring to a boil. Cook for 15–20 minutes, or until fork-tender. Drain well and mash until completely smooth.
2. Stir the butter, Parmesan cheese, egg, flour, parsley, garlic powder, onion powder, salt, and black pepper into the mashed potatoes. Mix until a soft dough forms. Let cool completely — at least 30 minutes at room temperature.
3. Heat the olive oil in a skillet over medium heat. Add the diced onion and cook for 3–4 minutes until softened. Stir in the minced garlic and cook for 30 seconds until fragrant.
4. Add the ground beef, breaking it apart with a spoon. Cook until browned and fully cooked through. Drain any excess fat if needed.
5. Stir in the smoked paprika, oregano, cumin, salt, black pepper, and tomato paste. Cook for another 2–3 minutes until well combined and the mixture looks concentrated. Remove from heat and stir in the fresh parsley. Let the filling cool slightly.
6. Scoop about 1/3 cup of the potato mixture into your lightly floured hand and flatten into a round disc about 4 inches across. Place 1–2 tablespoons of meat filling in the center, then carefully fold the potato dough up and around the filling, pinching the seams tightly closed. Gently flatten into a thick patty.
7. Repeat with the remaining potato mixture and meat filling.
8. Heat the olive oil and butter together in a large nonstick skillet over medium heat. Fry the potato pancakes in batches for 4–5 minutes per side — without moving them — until deeply golden and crispy.
9. Transfer to a paper towel-lined plate. Serve hot topped with sour cream, chopped fresh parsley, and sliced green onions.
Notes
Drain potatoes thoroughly after boiling — excess moisture makes the dough sticky and hard to shape.
Always let both the potato dough and the meat filling cool before assembling. Warm dough tears and sticks to your hands.
Do not flip the pancakes too early. Let them cook the full 4–5 minutes undisturbed until they release easily from the pan.
Keep your hands lightly floured while shaping to prevent sticking.
Leftover mashed potatoes work well — if they are too soft, add extra flour one tablespoon at a time.
Swap ground beef for ground pork, turkey, or a mushroom-lentil mix for a meatless version.
Reheating tip: use a dry skillet over medium heat to bring back the crispy crust. Avoid the microwave if possible.
